Steven Klink

Steve Klink is an executive consultant with the Federal Quality Consulting Group, on special assignment from the National Endowment for the Arts. He works with government executives to transform culture and systems to create a customer-driven government. He uses the principles of the Malcolm Baldrige National Quality Award and the recommendations of the Vice President's National Performance Review when he customizes and instructs seminars and consults with executives.

Steve has led the development of workshops, videos, and other learning materials on change management, learning organizations, performance measures, and strategic planning. He presented some of these materials at the 9th Annual Federal Quality Conference. His clients include the Treasury Department, the National Security Agency, the Department of Energy, the National Aeronautics and Space Administration (NASA), and the General Services Administration (GSA).

At GSA, Steve facilitated the steering group which reengineered improvements in the procurement of travel and purchase card programs. He conducted many of the customer and stakeholder focus groups and moderated an industry customer exchange meeting. At NASA, Steve is facilitating the strategic planning process, including the development of the Strategic Planning Handbook, which is the first of its kind in government.

Steve has extensive experience in management positions in the Federal government, which contributes significantly to his consulting work. He worked in five different agencies within the Department of Transportation and the Department of Agriculture. For ten years, he was the Director of Personnel for the National Endowment for the Arts. During this time, his office was widely recognized for its innovative practices and customer focus.

Steve has a B.A. from Trenton State College and completed graduate studies at the University of Calgary in Canada. He lives in Annandale, Virginia, with his wife and two children. He enjoys playing ice hockey and roller hockey.
