Rosalie Wilson

Rosalie Wilson is an executive consultant with the Federal Quality Consulting Group at the Vice President's National Performance Review, on special assignment from the Department of Transportation. She works with government executives to transform culture and systems to create a customer-driven government. She uses the principles of the Malcolm Baldrige National Quality Award when she consults with executives.

Rosalie is an experienced facilitator and trainer and has numerous clients who have repeatedly asked for her services over the years. She has worked with executives from the Departments of Transportation, Defense, Energy, Commerce, Education, as well as international clients from Canada, Israel, and Kuwait. She was selected to serve as a consultant on behalf of the U.S. Government to the United Nations in some of their reengineering efforts.

In addition to consulting, Rosalie has taught at the Federal Executive Institute in Charlottesville, VA, and at the Brookings Institution in Washington, DC. She has written training materials on quality and change issues, and contributed material for a book being prepared by the National Performance Review and the Vice President. Rosalie did consulting, training, and course preparation with the Federal Quality Institute, the predecessor to the Federal Quality Consulting Group. She has served 2 years as an Examiner for the Malcolm Baldrige National Quality Award and in the Examiner selection process.

In her more than 30 years of Federal service, Rosalie worked in increasingly important positions in the Department of Transportation's Federal Highway Administration. She was the FHWA Quality Management Executive and, prior to that, the Director of Personnel and Training. She received frequent recognition for her work in organizational realignment and building a more effective work force. These experiences are extremely helpful as she consults with executives who deal with similar issues.

Rosalie has an A.B. in political science from Duke University and an M.A. in public administration from the University of Virginia. She lives in Arlington, Virginia, with her son.
