John Gaff is an executive consultant with the Federal Quality Consulting Group (FQCG)), on assignment from the National Aeronautics and Space Administration. He works with government executives to transform culture and systems to create a customer-driven government. He uses the principles of the Malcolm Baldrige National Quality Award and the recommendation of the Vice President's National Performance Review when he customizes and instructs seminars and consults with executives.
John has extensive experience in quality management. As NASA's Director
for Continual Improvement, he focused on integrating at the agency's total
quality activities with line management through strategic planning. He led
efforts for benchmarking best practices of world class organizations, reengineering,
performance measurement, improved customer service, and increased employee
involvement in all these areas.
Participating in the President's Commission on Executive Exchange in 1986.
John was a senior consultant to Florida Power and Light Company, the first
American company to win the Japanese Deming Award for quality. He worked
on long-range planning, budget formulation, project management, and the
evaluation efforts that led to the Award.
John's career at NASA has given him invaluable experience that benefits
his customers as he consults on similar issues. He held a wide range of
management and executive positions in the Office of the Comptroller and
in the Office of Management. As the Director of the Management Operations
Division, John was responsible for the NASA Directives System, the Internal
Controls System, Audit Follow up, and agency liaison with the General Accounting
Office and the Inspector General. As Directors of Logistics, John held agency
wide responsibility for, equipment, transportation, contract property management,
supply, and property disposal support systems and activities.
In addition to numerous performance awards, John received the Headquarters
Creative Management Award and the NASA Exceptional Service Medal. John has
a B.A. in Business and an M.G.A. in Administration from the University of
Maryland. He attended the Federal Executive Institute and Harvard's John
F. Kennedy School of Government. He lives in Virginia with his wife.
